What it measures
Five pillars, twelve dimensions
The Index is built on the validated architecture of the leading international readiness frameworks — AI Singapore's AI Readiness Index (AIRI), the organizational AI readiness factors of Jöhnk, Weißert & Wyrtki (2021), and the pillar structure of the Cisco AI Readiness Index — with every item written for the operating conditions of Lebanese enterprise.

A profile, not a grade
Your profile matters more than your average: two companies with the same average and different profiles need different paths.
Founding = 1 · Forming = 2 · Prepared = 3 · Operating = 4.

Founding
The conditions for AI largely do not exist yet.
Build foundations first; adoption now would waste money on conditions that cannot hold it.
Foundation day → Atlas maps the terrain → digitization-first sequence.

Forming
Islands of capability exist; foundations are incomplete.
Adopt ready-made AI in narrow, well-chosen spots while foundations are built.
Foundation day → Atlas identifies the narrow first wins → conservative Direction.

Prepared
The conditions exist; the company can carry implementation.
Integrate AI into operations with expert delivery and see it survive.

Operating
The company absorbs technology well and can adopt on multiple fronts.
Pursue ambitious, custom applications and sustain them internally.
The full path at ambition: multiple parallel cases; the company becomes a reference for its cohort.
Not every company needs to reach Operating. The right level depends on what the company wants AI to do for it. Every band has a defined path. No band is a rejection.
The weakest dimension rule
A company improves fastest by lifting its weakest dimension, not its favorite one. The dimensions are synergistic; they unlock each other. Where several dimensions tie at the lowest score, address them in pillar order. Leadership and people come before machines, because machines are the fast part.

The NEAP Readiness Index was developed by NEAP — National Enterprise AI Program. Its architecture is adapted from the AI Readiness Index (AIRI) by AI Singapore, licensed under CC-BY 4.0, and informed by Jöhnk, J., Weißert, M. & Wyrtki, K. (2021), "Ready or Not, AI Comes — An Interview Study of Organizational AI Readiness Factors," Business & Information Systems Engineering 63(1), and the Cisco AI Readiness Index methodology. All items are original and calibrated for the Lebanese enterprise environment.
